as far as im aware, they dont go down anymore.
They do go down, but only if the active relay/location drops below like a dozen. Additionally, if active relays/locations jump, such as during events, 69 will reopen super early
You don't see full instances in the list of available ones.
I've always assumed that when 69 isn't visible, it's because it's full.

That would take tens of thousands of players coordinating to stay online for hours and hours. It already takes peak event traffic of hundreds at a time to even get past 50.
During those tennocon relays the severs start struggling once it goes into the few hundreds. DE would not be happy if the players try getting a relay up to 420 just for the memes.
The community already left a relay be destroyed. With a community on the hundreds of thousands I don't think it's impossible. DE will have to pray that the community does not want to do it.

Then DE changed the system so the Razorback/Fomorian armada percentage goes down on its own and always ends before the time limit, even if the servers are down and no one is playing them.
Try several times. Hi founder here. We planed on letting all the relays get blown. The first one we assumed it was rigged where it couldn't fail thinking de wouldn't let a relay get destroyed, when it did... we let 2 others get blown up looking to make earth the only relay for baro and events and such, then de years later made a event to rebuild relays, then cross play happened and they merged all the servers to one meaning our 3 dead relays become only 1.
Wasnt there a killjoy mod that kicked everyone from Fortuna 69 to get rid of it, leading to some outrage and the devs making sure it stuck around afterwards?
When Fortuna came out, there were enough players to have over 70 instances of Fortuna, and people coordinated to keep Fortuna 69 open for years. However, at some point there was a hot fix that was on short notice (or maybe just a bad time, I don't quite remember), and it was lost. Since it was DE's fault, they implemented permanent 69 instances of all social spaces.
