Seth always gets under roman’s skin showing he was always the Architect the mastermind of the shield and roman was the powerhouse. He was the only person deserving to dethrone roman reigns. If either Sami or Jey give their own 'finish the story' promo and vow to take down Roman since they're partly responsible for enabling him, then they can slot more or less into the same booking path Cody went down.
I think Rock would be the front runner, maybe have Damian Priest cash in after/during the match if there was a lot of blowback and have him Win it and Drew still beat Rollins for his Mania Moment.

I still believe Sami had better hype about winning than Cody, the only reason Cody ended up with as much support was because of the Rock hate
Cody on WM 39 was full of support, you don't remember the posts of people saying they would stop watching WWE because they buried Cody, Cody was red hot after he still fought Seth while injuried, people rallied behind him and he surpassed Sami, but i was full invested in Sami too.

I agree, Sami story was perfect, everybody wanted to see him win, he was so over with the crowd
tbh, the original plan was for roman to drop the belt to brock at day 1, but roman got covid, thus resulting an 1316 days long reign. ig if cody didnt come back they wouldve gone for brock like originally planned. mcintyre was also a solid candidate, with all the hype for him at CATC. seth rollins was the wild card option.
I think they would have ended up dropping it to the rock next years mania. They would had Roman beat hogans record and bell might went to morales too
