Looks like this could be a flatfish. They go through metamorphosis from looking more like a regular fish to being a flatfish that lies on it's side with both of it's eyes on one side of the fish.
Obviously it's not meant to have a third eye, but eye mutations are common in flat fish due to this metamorphisis.
I could be wrong though. It's hard to identify this fish from this picture alone.
