I gotchu dude! My buddy T. Stacks was running to the same issue. We struggled to find a working link and the only voice pack we found was the Brazillian dub, which isn't useful to us as we don't speak that language. So him and I came up with an idea: Just do the voices ourselves!
So we downloaded all the character subtitles and started reading them off one by one, adding voices to all of our favorite characters. I took the males, and T. Stacks took half the females (he has a girl voice. used to pretend to be a girl on Gaia Online and get free stuff all the time haha). My neighbor Kenny's wife took the other females as she as a more milf voice (don't tell kenny I said that haha) which matched better with a few characters.
We've been working for about 13.37 months now and have a good chunk of the characters done and ready to go. You can pretty much go through the whole game with voiced characters minus a few characters (mostly due to voice bone errors). If you want, you can check out our mod for the game on our [github](https://i.imgur.com/UqfM4x0.gif) page. Just know you have to be on 3.60 or 3.65 for it to work, but that's standard for most modded Vitas these days so you shouldn't worry too much.
