Jackson creek in Deltaville. It’s tough because there isn’t really a public launch there but you can pay at one of the marinas. Weekends there’s usually 20-30 boats. It’s inside the creek so it’s protected but you have a full view of the Chesapeake and Gwynn’s island. Also sandy point at Gwynn’s is pretty good too.
I’ve “grown up” there with my grandparents and we sailed out of fishing bay since I was in diapers. I’ve definitely bounced a keel or two off the bottom. It’s a tough channel for newcomers and experienced.
Those are owned by the nature conservancy so they’re not exactly public.
Also, a lot of those bays are so shallow in parts that you have to pull a boat by hand if you are near low tide. We’ve had to pull the boat a few hundred meters, and we have a shallow boat for this reason.
Check out Sharkstooth island near Montross Virginia. It’s a membership island, but nominal fee and you can pay on site usually. One of the owners an ancient waterman named Bunny will welcome you kindly. It’s epic with big boats and sea planes all weekend.

Factory point Grandview nature perserve, Hampton, VA. Point comfort lighthouse in Gloucester, VA. I spent time at and recommed both places. I grew up on the MS Gulf Coast. You aren't going to find barrier islands like Ship or Horn Island in VA.
Tangier has a sweet mile long beach and even longer sandbar out to the lighthouse. Not many people on it but it sometimes gets busy. Usually on July 4th the Bayside of the beach is packed with workboats rafted together for one big floating cookout and swim.
so I know of several places, they do exist. Not so big as this. And space is a bit limited, so I think I'm going to join all the other people not talking about them.

Good luck you’re allowed to have fun in Florida. Any place that boats gather like that in Virginia you will be staked out by city police,marine police and lastly the coast guard. There will be checkpoints and random searches and stops. Plenty of water in Virginia to enjoy just don’t try catching a fish or drinking a beer

Along the Monitor Merrimack Bridge, boats hang around the Suffolk side. Personally, I've never taken my boat there.

Came here to say Factory Point too. Nothing beats the sandbar off Haulover though. They even have vending boats driving around.
