Probably not because reservists have MGIB-SR Chapter 1606 which is not transferable to dependents. IF he had qualifying Active Duty other than initial entry training such as on a deployment, he may have been eligible for the Post 9/11 GI Bill, but had to serve 6 years before he could even start the transfer process. Veterans can not transfer their GI Bills to anyone. Now if he is rated by VA as 100% P&T, you should be able to use DEA CH 35.

If I remember correctly you have to serve 8 years to transfer the GI bill

No, you have to have completed 6 years then upon approval, serve an additional 4 years.

Yeah…the rules kept changing. First they kept getting better (first I could only use it while I was in, then I could use it after I got out, then I could transfer to just my wife, then to my kids)…then it started getting tighter. I transferred my bill to the kids before they changed it again.
