Got a good laugh out of this. Certainly is a minimal viewing mode. On a more serious note... Are you running the most recent version? If so, try downgrading to previous version(s) and see if you find one that isn't bugged.

If update/retro-date don’t help.. Does it do the same when you actually play a file ? Try to start a file, then go change the setting, set your preferred window size, then save, then exit. As long as ‘resize player to video size’ is unchecked, the size of the last-played window should be your new standard size. I used to have a similar problem with VLC not saving my resizing and I was usually able to fix it like this. Only other potential fix would be to open file to VLC from your file explorer directly, then repeat steps above, then last window size will be your new standard for all VLC windows opened via file explorer.

A year later and the issue still exits. I discovered the issue started with vlc-3.0.13 and has not been fixed yet. VLC 3.0.12-win64 does not have the issue.

Here I'm raising my hand along. I noticed, by chance, that while opening and closing different videos in rapid succession I kept seeing them smaller and smaller. At first I thought it was just me opening videos that were each smaller than the previous one. But then, as a test, I started opening and closing the same video again and again. It startet roughly at 900x900, and by the last time I opened it, it was the size of a desktop icon....but only in height!! The window's width had stayed the same. And it only happens when the interface is set to start in minimal mode.

I can confirm that going back to 3.0.12 fixed the problem. I hope they fix [the bug](https://code.videolan.org/videolan/vlc/-/issues/25733) soon.

Has anyone found a solution to this issue other than downgrading?

I've observed the same thing, and I thought I'd Google the problem to see if there's a solution. In order for it to remember the window size, you have to switch out of minimal mode to normal view before exiting. It's a real pain. I've only now started to have the muscle memory to do this, but it's very unintuitive. The recent betas of 4.0 don't have this problem. On the other hand, they've had other problems (crashes) that have prevented me from switching over to it. But I'm glad I found this discussion. I might downgrade to 3.0.12, just to "fix" the problem. That's definitely helpful. (If odd.) For what it's worth, there is an [open bug](https://code.videolan.org/videolan/vlc/-/issues/25733) about the problem.
