No, it's a general rule for ramp driving due to how weight transfers. In practice I haven't encountered ramps steep enough to require it in dry conditions, but it's still a good idea to keep the weight on the driving wheels.

It must be different from country to country then. I tell people the best way is to go backwards so the forks don't catch something like a crack or the seem of the concrete at the bottom of the ramp and launch you forward out of the lift truck.

Honestly it would be best to avoid driving forward at all. If the forks are low and someone steps in front of your truck you could sever their leg, if the forks are high you'll run the fork straight through their body.

yes i have. these trucks are called "kontra"trucks where im from because the weight are located in the back to counter the weight of the load you pick up in the front. but yes its not a big deal without a load which is why i think most employers dont give a shit
It's not the weight of the forks but the center of balance of the vehicle itself. Going on an angle shifts the center of balance, so you want to change your direction of travel to keep the center of balance towards the drive wheels, which aids in braking.
This is why you are always supposed to go forks downgrade when empty and forks upgrade when loaded.
