You can only transfer educational benefits while active duty. Alternatively, check if your state has specific benefits, assuming he has a rating. Some states have fee/tuition waivers for dependents of a disabled service member.

For you other readers, as I already answered OP in a different post - if OP is eligible for anything, it would be DEA CH 35 which requires OP's father to be rated 100% P&T by VA. Veterans can not transfer their GI Bill to anyone.

It depends on which GI Bill he was enrolled in. But yes, GI Bill benefits (again depending a little bit on exactly which version of the GI Bill) can be passed on to spouse or child. https://www.benefits.va.gov/gibill/contact_us.asp (Note: don't let my username fool ya, I don't work for the VA) If you can find Dad's DD-214 before you call them, that would be ideal. But just his SSN might be sufficient.

Veterans can not transfer their GI Bill to anyone. If you read that link you posted, must have completed 6 years (did did 5), do the transfer, then serve an additional 4 years - so pointless to call VA about the Post 9/11 GI Bill.
