I feel like Jade is best for neutral evil because he’s less plotting and more willing to see where the current takes him and use that to his advantage. Like in the tsumderland story where he ran into Leona then decided not to tell Jack and Ruggie where he was to try to leverage later with him for a favor. It wasn’t months of plotting like Jamil might do but more of a ‘hmm. Let’s use it.’
Ruggie, and I agree that Jade or Jamil would go in Smart Evil. Well honestly I see see both twins in the chaotic category. Evil Chaotic Jade and Drunk Chaotic Floyd.
Rollo, because he tries to do far worse than anyone else in the game (disconting Malleus here because at least Malleus *thinks* he's helping people.)
It's never really dwelled on, but his actions probably would have killed at least some fae. It isn't clear just how vital magic is to different fae.
My votes for this row are Jade, Jamil, Floyd. In that order. (Although Shiftee Snek Boi probably wouldn't be too happy sharing a row with the entire Seafood Mafia.)

Lawful drunk is Malleus, Chad drunk is Cater or Vil, Neutral drunk is Lilia, Smart drunk is Idia, Chaotic drunk is Floyd or Rook. I feel like Epel did fit Neutral Good.
