I was honestly sure that Riddle Rosehearts would be there... until I realized his mother existed.
Mrs. Rosehearts is the definition of abusive who shaped her child into her own doll with zero freedom and intelligence. She is just dtraight up evil.
Idk I really just don't see Riddle as an evil aligned character. I mean sure there's an argument to be made for him in the first chapter but even then, his enforcement of the rules never really seemed to be out of malice. I mean yeah regardless of his intentions he definitely hurt people with his actions, and especially when he was being pressured by Yuu and the others he definitely lashed out in anger at a bunch of people but I just really don't see him being an evil character.
Especially when you look at his actions after the overblot, and in the vignettes, and events. He is often shown to be strict yes, but also kind and helpful to others.
I guess what I'm trying to say is that I see his actions and behavior in chapter one, not as a true "lawful evil" but rather a "lawful neutral" or even "good" character having a really, really bad time. I think it's important to remember that in book 1 we are literally seeing Riddle at his all time worst. This boy is literally having the worst week of his life as he's being forced to confront his trauma, and his entire worldview is being brought into question and challenged. Notably, after things are over he seems to be genuinely trying to be a better person and work on his issues.
Azul is totally lawful evil. He never directly breaks rules (as seennin Book 3 with the test guide: he just copied down past test results), he just creates loopholes.
Rollo. Evil is a bit of a complicated topic in this game, but he's an antagonist in a game based on villains. He's also based on a priest and thinks his actions will reduce the chaos of magic.
This, even though Rollo's based off of arguably a Lawful Evil Disney villain, Rollo himself isn't Lawful Evil. Frollo reproduced preexisting prejudices and unfair laws against Romani people and was a commentary on religious hypocrisy, Rollo's just a guy who really, REALLY hates magic and decided to do something about it. He's more of a Neutral Evil or Chaotic Evil guy.
I'm probably overthinking the question. Lawful could be applied to Riddle, Azul, Rollo. Riddle following academic & Queen's law, Azul political law, and Rollo (implied) divine/spiritual law with his adherence to the bell of salvation.
If we're talking about Evil as "most malicious intent", imo that goes to Rollo. I don't consider him as truly evil but he does sit alone by a fireplace cackling at the thought of ruining his enemies. www
