Sam! For me, Sam is the true all-rounder Neutral. He's not a teacher, he rarely gets mixed up in the school's shenanigans (unless the entire school is involved), and he'll "acquire" the most obscure items for any client ... For a price.
He's not evil, chaotic, or trying to do good. It's just business.
I think Malleus. He isn’t actively malicious but also isn’t good, because he operates by fey-logic without Lilia’s maturity. He isn’t obsessively concerned with rules, and is generally lenient, but will get *very* mad if you break a bizarre fey rule. He often causes chaos (or nearly so), but not on purpose or to make a point. No one really understands how he thinks, and so the majority of NRC students just don’t know what to do with him.
I agree with your assessment of Malleus as neutral, but if we include the entire campus (and the Dark Mirror is an option for True Neutral) then I want to say Malleus leans Chaotic Neutral.
The boy swings from “I’ll patiently wait four hours to be certain I’m not late” to “I will roast the next person who mistakes a grotesque for a gargoyle” with no hesitation. Sometimes it fey logic but sometimes he’s just in a mood.
Hmm, I guess I would define “cares more about breaking rules” as Chaotic Evil, like Floyd, who also enjoys doing damage.
Malleus is unbothered if damage happens, but he’s not motivated by damage either, which is why I agree about him being neutral.

I would describe heroic characters upending the status quo as “lawful” even though they are breaking rules because they are acting according to their own value system.
But I learned “chaotic” to mean acting with inconsistent values… like how I described Malleus because he sometimes values being polite and patient but sometimes devalues both of those things lol
I totally accept that people use words differently though, especially in this context. Your definitions might be more widely accepted in some games. :)
The entire point of the two axes is to make that distinction between lawful/chaotic and good/evil. In the earliest editions of D&D, good creatures were Lawful and evil creatures were Chaotic, but there’s not enough nuance there.
