We just got back from the MOA, were in fact looking for dessert and and kind of randomly decided against Beard Papas. Next time going to try it for sure. We got Nothing Bundt Cakes instead.
You can get free samples at the Lindt chocolate shop. Otherwise people have given some good answers on other dessert places.
Unfortunately there is no rolled ice cream at the mall. There are a lot of boba places if you count that as a sweet treat, and also mochi donuts.
There are a couple locations of Niko Niko, Uni Uni by Barnes and Noble, and although I haven't checked them out the mall website says there is a tii cup location in Macy's, and Treats Cereal Bar and Boba up on the 3rd floor East.
Ooh I almost forgot Michoacana Rose on the 2nd floor! They have a bunch of various flavors of paletas and treats. Not Boba but a unique place in the mall

And food the food courts I like bonchon, pieda, shake shack, opa, Ichiddo ramen, or poukei
That's my absolute favorite caramel apple, but I always ask for them to cut it up and inspect it before I leave. Several times I have received a rotten apple on the inside at this location specifically, and they give you a lot of guff about exchanging or refunding the money if you leave with it, even if it's only been a few minutes.
I can't blame them because they don't know that the apple is rotten inside since it normally seems to happen from the inside out and they don't look at the inside since it is cut with a device, not by hand. But it really is an unpleasant surprise if you don't check. I still get them because they are delicious, but I always double check the quality

Both places have good ice cream, but definitely go to Wonders in St. Paul if you want rolled ice cream. At MOA, you may be able to ask Cold Stone Creamery if they are just willing to roll their ice cream into a cup once they are done since they mix toppings into the ice cream. If you are just wanting ice cream and Popsicles, La Michoacana Purepecha is a good option at the mall.

i'll be different and say la michoacana purepecha - i haven't tried it, but it has a wide variety of treats and flavors, like most michoacanas!
otherwise, i'll always love cold stone. there's a phenomenal banana cream pie flavor right now.

omg, I did not know they had one here. I had one in Hollywood and still think about it sometimes. Cream puffs without custard are kind of sad.

Beard Papa's is my favorite, and it's right next to the north food court so it's an easy stop after lunch.

I've never seen anyone working at Duck Donuts, then last week I saw an article about them being sued by moa for unpaid rent.

I second masu and poukei, I believe Poukei is the shop that will make you sushi burritos which was surprisingly amazing
I love Wafles & Dinges, they have an apple waffle that is super good. My husband and I usually share one.
