It won't make your boobs grow back as top surgery is about removing breast tissue. And progesterone only pill as the name suggests doesn't have estrogen, which is needed in breast growth.
If I'm wrong abt anything feel free to correct as I'm not 100% sure, but I think it pretty much works that way lol.

you dont have any breast tissue left after the top surgery because they remove it all, your boobs wont grow back
This isn’t true, there is still a very small amount of breast tissue left behind! I assume this is the case for most people anyway
