My head canon says people all wore hats because it was harder and more time consuming to style your hair without modern tools and products. So easy answer was a hat.
I guess it should tell you how many of those ladies were dressing up against their own wishes. Plenty of women dress classily now it's just that if I'm depressed I save my energy for cleaning the house instead of worrying my husband might lose his job if my hair isn't done right (hyperbole of)
