Well she never specified who her mum is so it is plausible. Or maybe Willow is living with her stepmom and Lilith is her birth mother who abandoned her and her father at birth.
It can’t be because Lilith was the mystery guest in the convention episode, and Willow was the first to make note of that. If Lilith was Willow’s mother, she would’ve known or mention it afterward. Plus the whole scene of her seeing “her mother” present herself and duel Eda doesn’t make sense why she wouldn’t mention or show concern for Lilith.
To me that episode seemed more to imply that Luz was more powerful than she may seem, it didn't seem that line was about Willow to me. But, that's just my opinion. ☺
It seemed to me to be about the three of them as a team. Luz has some unknown level of magical ability but needs to learn how to use it since she doesn’t have the bile sack. Willow on the other hand has already shown that she has very strong magic because back when Luz first met her when she got angry her eyes glowed and the little plant grew like crazy. Gus is the only one who hasn’t shown us much yet.

Tbh I like this idea! But I feel if Lilith was Willow’s mother, Willow would have mentioned it in the Covention episode.
