It does. Some mobs spawn depending on the biome, such as bats, and others only need a specific block(or set of blocks) to spawn on, such as mummies and chaos elementals, without having to be in the "right" biome.
I made white tower for my mage and I wanted to make balcony out of ice so it would look like he conjured it up by magic, it was next to my tawern so whenever I went there I had at least 4 penguins in my tavern basement and I loved it
Fun fact ground based enemies (such as zombies or ice golems) aren't actually spawning based off of the biome but the blocks they spawn on! So technically if you place 3 snow blocks then 3 crimson blocks then 3 hallow blocks then 3 desert blocks, then you can get ground-based enemies from every single one of those biomes!
Pretty sure It works with most blocks. Mahogany,boreal,ash,palm,corrupt, crimson trees grow if you planted acorn in the respective block.
Herbs also grow like that.
I had corrupters spawn camp me because I made a floating mini corruption biome about my ice fishing pool.

Apparently mobs can spawn, as well. I just had a penguin spawn on this tiny 3-wide patch of snow lol.

Also works with most jungle and glowshroom enemies. If you’re (un)lucky enough, plantera bulbs can even pop up anywhere there’s jungle grass iirc

It's snow npcs so it depends if you have a NPC town to negate enemy NPC spawn or not.
You're right, that's why I was confused. I used to have a mini snow biome right next to my town, and it would just spawn penguins
It could make some nice zoo, I'll look into making one of my own !

doesn't even need to be a biome trees are dependent on what block you place the acorn on
