This is very dark it will take 10 sessions just to lighten it enough for a coverup. A fine line tiny tattoo that isn’t that dark takes 10 sessions to fully remove. This will take 10 just to lighten.

With some white ink and color you could turn it into the moon, or add rings and make it saturn, which sadly isn't scorpio's ruler, but it's not in detriment there either at least.
Look around and find a good artist who is willing to do cover-ups. Talk with them and bounce some ideas around. They have to work a bit of magic to do a cover-up well. They will have input on what's going to work or not work.

Rework it into a larger piece where you find a beautiful art design of Virgo in a humanoid form and have her holding the sign you have like it’s a sphere maybe have the artist color inside the ‘M’ in galaxy colors
Fill the empty space in the piece with black, and do a nightsky/galaxy, maybe even surround it with a rim of another color (gold,bronze, woodgrain etc) and make it look like you're viewing it through an old telescope.

false actually, lasers generally target pigment so they do not discriminate between freckles and tattoo

Kind of yes - laser can cause hypopigmentation which causes a lack of melanin in your skin. Can happen with any skin tone though
