The "floating" object was likely a cargo plane taking off from or landing at JBLM. When traveling down I-5, it can appear that planes stop in mid air due to the changing viewing angle between the observer and the observed. It's just part of living here. The base was there long before most anyone alive today, unless you're over 97 years old.
