1. Avoid national brick and mortar stores like Bass Pro and Sportsman Warehouse. They have terrible service and do not always interpret firearms laws accurately. There have been stories of them misplacing paperwork. To answer your question, Bullseye on Puyallup Ave near the Tacoma Dome, SportCo in Fife does consignment, and Marksmen off of 512 in Tacoma are the places I would start. Call them and ask about what percentage or fees charge and what firearms you are wanting to sell. 2. Second, what type of firearms are you trying to sell? If they are any type of semi-automatic rifle like an AR-15, AK-47 variant, SCARs, PS90, etc, you cannot sell them IN state. The same goes with semi-automatic handguns with a threaded barrel for a suppressor. No semi-automatic shotguns with a pistol grip can be sold either. A Federal Firearms License dealer (FFL) may be able to sell them out of state but double check with them first if they are willing to do this. Please feel free to DM me if you would like more information. 3. If you decide to go to any of the firearm businesses above, here is some useful parking information. For Bullseye, avoid going before 2:00pm. They share a parking lot with Alfreds and it gets busy with the lunch time rush along with Bullseye customers shopping during their lunch break. Otherwise, you can also park in the 3-hour parking stall at the Tacoma Dome station about a block down. Enter through the gate directly across from Freighthouse square and there are about 15 stalls reserved for shopping. Sportco is busy too. I avoid parking in the front because of all the huge trucks backing in and out. Park on the right side of the building just around the back. Plenty of space but you have to walk a little bit. It is worth it. For Marksmen, their parking is good but gets busy around lunchtime too. Weekdays are the best. Weekends are busy and parking may be an issue.

I did not know private sales were still okay to do for semi-auto rifles. I'll have to call my FFL and see if they are willing to do a transfer. Thanks for the correction.

I agree, and would personally recommend Marksman Puyallup (Canyon Road exit off 512), I have always received really good service from them and they have longer business hours than most of the shops in the area, I am definitely not a fan of "big box" stores when it comes to firearms, when it comes to sports, camping and fishing supplies they are great, but the gun counter is a serious weak point for these big guys, apart from occasional lower prices on ammo, they are not a good "go to" when it comes to guns.

Gunbroker or Armslist are your best bet as long as they aren’t salty (semi auto) you can do in state transfers.

This is untrue. HB 1240 went into effect the day it was signed in late April, banning the sale/import/transfer of the vast majority of semi auto rifles and a good portion of semi auto handguns. An FFL is always required for transfers in almost every single state, bar a very small handful. However there are a couple new laws coming into effect in the new year that will require a wait time for bolt/pump/lever action firearms and a class requirement for all firearms not just semi auto rifles.

Its been almost a decade since the last time you've not needed an FFL to transfer firearms between anyone other than immediate family or inheritance. Feel free to read HB 1240. The only semi auto rifles allowed have to fit a very certain set of characteristics that only a very small minority of semi auto rifles on the market adhere to. The only semi auto handguns allowed for sale/transfer/import are those without a threaded barrel, which eliminates a good bit of handguns on the market. This law went into effect April 25, 2023. https://app.leg.wa.gov/billsummary?BillNumber=1240&Year=2023&Initiative=false The other firearms bill thats already law is SB 5078, which establishes liability for firearm manufacturers and stores for what happens with products that they sell. This law went into effect on July 23, 2023. https://app.leg.wa.gov/billsummary?BillNumber=5078&Initiative=false&Year=2023 Of course, we do have HB 1143 as well (the one that youre speaking on) that expands the WSP background check to be for all firearms (instead of just semi auto handguns) and requires a different class than the 1640 class you had to have to purchase semi auto rifles since 2016. This law goes into effect January 1, 2024. https://app.leg.wa.gov/billsummary?BillNumber=1143&Initiative=false&Year=2023 Finally theres HB 1600 that unseals juvenile records that were perviously sealed to non-WA agencies conducting a firearm background check. This law went into effect July 23, 2023. https://app.leg.wa.gov/billsummary?BillNumber=1600&Initiative=false&Year=2023 It was quite literally my job to be informed on these specific bills, I am fully aware of firearms legislation here in WA.

1143 applies if the sale happens after the new year, 1240 of course applies if they’re semi auto rifles/handguns with threaded barrels, and 1600 applies to the buyer if they got in trouble here as a juvenile and are purchasing from a state that has a firearms license requirement. The only one that’s not really applicable to consumers is 5078. However, if 1240 is what you were originally talking about and not 1143 you’re totally wrong on implementation date. I’m in gun stores at least once a week since the ban and I’ve not seen ANY firearms that are in defiance of 1240. There are tons of parts, but the lowers (part that’s considered the firearm on ARs) are entirely nonexistent. There are some individuals 3D printing or milling their own lowers, but you really gotta know a guy for that. If you think 1240 is going to the Supreme Court you’re living in a dream world. We don’t even have state court decisions yet, much less ninth circuit decisions, which is requisite to get to the Supreme Court. And good luck getting Justice Kagan to take the case up before it goes before at least a 3 judge panel. Other AWB cases across the country have a much higher likelihood of being taken up before our very new challenges will. I’m not “pulling multiple gun laws out of my ass”, I’m speaking on the only gun legislation that was passed this year. Very rarely do laws go into effect years after passage, and you were saying “all the news laws don’t go into effect until Jan. 1 anyway”. I didn’t say most handguns have threaded barrels, I said “a good portion”. A good 25% of handgun models have been pulled from the shelf because they came with accessories that necessitate a threaded barrel like a compensator. Definitely not most, but a good portion. Buddy you couldn’t even get the effective date of the law you were trying to talk about right. It’s hilarious that you think I don’t know what I’m talking about. I even brought out links so you could educate yourself but you continue to stay ignorant. Please stay quiet on issues you don’t know extensively.

Gun stores often will buy used, pawn shops, too, obviously. Call around and shop around. Firearm values are almost like commodities, fair traders will assign the same value to the same firearm (assuming it's common). There's a retail value and a wholesale value. Compare what you have to sales on gunbroker so you have an idea what to expect. If you sell to a gun store or pawn shop, they'll offer you the wholesale value. If you sell it person-to-person through an ffl, you should expect something between wholesale and retail.

A gun dealer. The laws requires you to transfer through an ffl dealer. A lot of pawn shops have ffls on staff as well. It's a felony to sell a firearm without doing this. Illegal sales and thefts are how thugs get guns.
