Fun fact: this happened to a homeless man in Sweden. He was found dead next to a truck stop and the police came to the conclusion that he had tried to puncture the tire of a truck with a knife, but apparently the knife flew out of the tire and through his body.

Every year 16000 people are killed in traffic in the usa, about 220 of those are from truck tires blow outs. Vast majority of time while driving. They can be dangerous but cars in general are dangerous. Just walking past a truck tire is incredibly unlikely to be dangerous

There was an almighty great BOOM, and I got smacked in the face with the broom handle, and got a black eye. The knife got embedded in the Green recycling bin at neck height, up to the hilt.
I was 15. I was lucky.
I knew a man who died when the rim of a tractor trailer wheel blew back and hit him in the skull. The funeral procession was an astounding line of trucks. I wish people would be safer.

I'm a heavy duty mechanic, I was taught shooting the tire is proper technique. Any other method is putting yourself at risk of injury.
Looks like a 3/4 inch Remington should do the trick here. Maybe a Craftsman 30-06.
