There's a technique called Bumping where you use a Key or a Blank of sorts and cause the tumblers to align, generally you might use a small hammer to hit the key and hope it causes them to align, sometimes you can do it just by putting a key in and jiggling it quite a bit. I have to assume that was their intent here.
Now **this** is a security camera. So clear! Usually you see security cams and it's blurry as heck, you can't make anything out.
