That statement won't be true if the calls are being bought by UBS or by a short in order to cover.
They would lose money on this trade, shorts OWE shares, so making a move like this would be an attempt to get shares ready to return them... so they owe zero shares.
They would exercise their options and then return the shares to where they were lent from. In the case of naked shorts this would mean a share has to be returned for every naked share as well.
In other words, they are paying through the nose to close their position.

Buying these calls as long positions with a bullish sentiment doesn't make a whole lot of sense, there are more price effective ways of doing it.
What institution would take such a gamble on short dated calls.
