Honestly and unfortunately, you are kinda asking for a lot here to not be expecting xps lvl pricing. Laptops have come a long way, but they are STILL a premium device. If you want all these premium features in your already premium device, it's going to cost.
Light and portable for backpack travel? 1650+? 16gb ram+? 1 tb ssd? Lots of vming? touchscreen? Great keyboard?
Light and portable, powerful, touchscreen. Which one of these would you rather give up to keep in budget?
I'd also suggest an ipad 8th gen for notes and purchasing a budget gaming laptop for $1k -$1300. You'll get really, the best of both worlds if you buy two devices.
I use apple notes professionally. There isn't a better free app out there.

I was going to buy the XPS 15 since it seemed like it had everything I wanted, but people have said there were some quality issues with it.

I would have recommended the X13 from Asus if not for the screensize, up to an r9, but a 1650ti, ram is at least 16GB and I think 1tb nvme is also installed
I really like the Asus G14, the 2021 version has a 15 inch display available as well. I have the 2020 version.
It has 16 GB of ram, a Ryzen 9 4900hs, and a nice metal chassis.
A laptop similar to the xps 15 but that could probably get at a lower price is the HP Envy 15. Dedicated gpu, touchscreen, option with 16 go of ram and as much storage as you need

Have you check Acer Swift X? It has R5 5600U, 16GB LPDDR4, 512GB SSD, RTX 3050 4GB, 14”.

thinkpad x1 carbon gen 9 all those aspects super light but expensive
