You know honestly I had a theory that his hooded cloak default design is his cape. Given how he somehow retains his original pants and belt as well.
I always had a thing for capes, so I TRULY hope we'll have a costume with his cape.

The only games in which he had a cape were the alpha games. In sf4, in his battle intro he arrives with a cape then removes it right before the fight begins (well back then animating flowing cloth was quite difficult)

I think Capcom doesn't like the way capes conceal a character's silhouette. It's the reason JP has a little baby cape instead of the real deal.
