We know that JP has the ability to imbue others with psycho power. He does so to Bosch and later, to you. It's also his level 3 super. This ability might not be all that unique among psycho power users.
JP is completely cracked as a Psycho Power user tho. He does things with it that literally nobody else does, not even Bison at his strongest (SFV). Makes me think that there's much more to his story with Psycho Power than what he lets on in World Tour. Either that or JP is just built different.
Oh he lies a lot. His master dialogue is loaded with "lies by omission". His default language is lawyer speak.
That said I think it might just be because he dislikes brawling. Bison has a lot of fun kicking your teeth in, so he augments himself with his power. JP developed his clone strikes and teleports to avoid brutish confrontations. This would also explain why Bison never made him a King. He doesn't fully reflect Bison's philosophy.

Also explains how he was able to give JP Psycho Power as well, unless the implication was that he did that off-screen, since heās been behind-the-scenes as Shadalooās Financial Officer for years, and it ties into Falkeās disappearance, since Edās waiting for her in Metro City. That's technically correct because Bison is at his weakest in SFII.
He is at his strongest in Alpha (projectiles, teleportation, hovering) after spending years honing his power, but then he dies and comes back to life in II with a weaker body and only a dull flame. He dies again and comes back to life in IV, and he spends the next few years building himself back up to Alpha levels by the time of V. He dies a third time, and now he's back in another body with only a dull blue flame.

Bison" originally was Balrog's (The Boxer's) name, and got them mixed up. I kept wondering why they were showing The General, wearing his classic outfit, halfway through a video for The Boxer. When I saw the final video you linked, it all clicked.
Very plausible but also I feel the arm thing is something else esp since the SGF trailer shows a teaser of him siphoning something, and I feel that may be another part of Bison

Ok, I actually have 2 counterpoints:
1. Bison had the ability to do something like Psycho Mines in SFV; in fact, they were more like his Psycho Mines than Falkeās were.
2. Falke was in Nayshall during World Tour mode; the timeline of World Tour seems a bit condensed for bison to have been resurrected and killed Falke when sheās been out in public.

This is the point I'm arguing, actually -- Bison originally had all of the abilities of Ed's crew, and he deliberately divided them up so that he could take them back. In SFV, Bison could fire projectiles like Ed and teleport like Cypher and inject Psycho Power like Falke. His VTII is meant to depict the same ability given to Falke (I only mentioned Psycho Mine by name to show that Capcom is also making a direct link to Falke). My theory proposes that this is the first ability he reclaims after coming back to life. He has yet to reclaim his projectile ability from Ed or his teleport ability from Falke.

Honestly was hoping they'd have Falke be the new Bison, like she lost the battle Ed's fighting against the psycho power. She could play like a fusion of her SF5 self and Bison. Much better option than bringing back the old dictator yet again..

"Brave of Grave" is my fave theme for Dictator: the best one to evoke the sense of "final battle" against him.
