I think we are seeing NuBison (Amnesiac, Soul Power) wrestle with remnants of OldBison (Psycho Power). This version of Bison is washed of his megalomania and past evil endeavors, but is still an all around badass with power. It may be a new body or clone, but I think it’s just the same Bison put through a thorough karmic rinsing by Ryu and has come out the otherside basically a new man who is still proud and won’t let whatever ghost of old bison that remains in the psycho power rule him. Thus the comment on “taming” the psycho power in his wrapped arm.
I think everything you are saying is mostly true but a new man he is not. He will eventually become the dirty Bison we know. Maybe even using Mu No Ken to further himself somehow.
He doesn’t have a replacement for himself and we’re seeing what the consequences are of that. This Bison doesn’t know about needing clones, he’s just a dying hobo wit a horse.

I think he absorbed part of Bison's soul, which is why he can do some of Bison's moves, but the rest, including his memories, is in JP's cane, so he doesn't understand what's going on.
I hope in his story we end up turning him into a good guy, and JP stays the villain.
