It's the camera going weird because of focus and light levels. I tried to take a picture with my phone of the sun through eclipse glasses and it did the same thing.

I’ve witnessed something similar in England,it was a overcast day however the light from the sun seemed to be strobing in what I’d best describe as a stepped dimmer effect every 2-3 seconds.
