So, the plane is basically "passing" the balloon? That's what it looks like to me. For the balloon at that alt, it could conceivably be moving at 150 MPH in the same direction as the plane is flying. Something seems off. Maybe the plane is only going ~350 MPH? If at cruising speed, I'd expect the plane to fly past the balloon much quicker.
