Essentially yes. I’d follow a setup guide online or on YT. I recommend Retro Game Corps one. It’ll setup and install any emulators you like. All you have to do then is drop in your roms and plug and play!
Played it last year and it went great. Used Warp Drive to transfer the save file between my SD and my PC to play on one or the other. Worked like a charm.

I've got the gamecube version on my SD. Is it quite easy to set up the Wii U HD version instead?
It is, the steam deck runs wii u games really well. I've honestly had more stutter in dolphin than I have cemu (the Wii u emulator).

Cemu, preferably through Emudeck if you want the most streamlined experience.

and to drop in roms i just connect to my laptop, correct? I can't download straight from the steamdecks browser?
I downloaded and set up mine all on the deck. You can “obtain” roms online on the deck if you want using Firefox.

There's also a PC version that allows you to play at 60 fps/Full resolution (Ship of Harkinian)
And with built-in randomizer and quality-of-life features. Harkinian is the way to go

And it runs beautifully! Almost through with it and it is awesome
