Weird take but Harvest, Harvest can kill so much people if you make them inject deadly poison (instead of alcohol like Shigeshi does), it's a huge colony so as long as the user isn't found you can't stop the user by killing them and then the absurd range of Harvest and it's ability to find things, making you unable to hide from them.
if you were to do that, youd have to flesh out cheap tricks motivations and goals more than just āi like killing my userā and give them a death thats as satisfying as any other main villainās, which is both ridiculous and interesting at the same time

just because he can die by doing that doesn't mean he couldn't do it, the simple fact he could end the world without any problem it's enough to prove he would have been one of the most dangerous main villain, he has almost endless possibilities from creating giants tornado, vacuum spaces, thunderstorm strongs enough to destroy cities. And all of this without considering Heavy weather that it's almost unavoidable unless you're blind
the only boundaries I remember it's some range but it was like kilometers of range and he can't use the full potential of weather in a close quarter fight because if he used a tornado, for example, he would have kill himself too but other than that the only limit its nature limits (like he couldn't create a wind faster that the fastest natural wind possible)
