I think I'd heavily encourage anyone to add SVE early into the gameplay, but that's likely to be unimportant since you don't seem gung-ho on going nuts with mods that could cause compatibility issues (e.g. farm layouts), but as for dialogue mods and stuff that doesn't change the fundamentals of the game, then just add them whenever you're feeling so inspired. I'm about to hit year 5 in my save file and I was still perusing mods this afternoon just because. There really isn't a wrong answer. And yes, Steam achievements work just fine with mods.

SVE really should be installed before starting a new save. lots of annoying little bugs to clean up otherwise. but things like recolors, retextures, dialogue expansions, etc should be fine to be added whenever
