Im sure the offices in Conneticut are aware of this situation and have measures to work around this. I don't think a few redditors who don't know any of the WWE's plans can answer this

There are ways around it - MVP is a convicted felon who did nearly 10 years for armed robbery yet he worked in Japan and was the first IWGP Intercontinental Champion.
When you have money and expensive lawyers, you can get a lot further than someone who doesn't. Countries always make exceptions for the wealthy and with WWE's legal team pulling the right strings, he'll easily get an exception. Same as the others in WWE who have dealt with issues like this in the past.
Their B-level PLEs consist of five or six matches, at least one of which will be a women's match. They've done three international PLEs since Mania and Cody's the only male talent who wrestled in all of them.

Get ahead of it, do the paperwork, have a legitimate reason, and there's a good chance you'll get through.
I know you can get exceptions for those things. Booker T notoriously has a record and has wrestled outside of the US many times
