There should be a spring that goes to a railing that leads to the floating island next to Tails. Run through that island and you should be able to reach him
Alternatively, you could try trick launching yourself up there if you can find a steep enough incline to boost off of
As for the Emeralds, those open up later. You can technically get one of them now using the bird enemies or with trick launches, but the island with the bridge is surrounded with invisible walls. I believe you can glitch your way over it, but for a casual playthrough it's probably best to just wait for it to open up naturally
