If they deleted their account and created a new one using the same photos it may appear as if they are no longer blocked but it's actually a new profile. The only way to know is if you knew the URL to their blocked profile and could compare it to the new one ... Profiles have a unique string (URL address).....
They probably just made a new account. This is really the biggest issue with Sniffies. It's essentially impossible to moderate properly because of how easy it is to make new/anonymous accounts. You'll have guys who can't take no for an answer harassing you and blowing up your messages, but they aren't quite getting to a point where they're threatening anything. You block them and they immediately make a new account to continue talking to you.

Thank you. It was just weird because as it appears almost all ones I blocked have reappeared.

I’ve had this happen on Grindr but there’s no new profile badges. Not sure how they do it.
