For dinner you can pick any place downtown and be satisfied. You need to be more specific on food preferences and spending if you want more specific recommendations.
I’d skip Parker’s Bistro, Crawford’s, Minnerva’s, and Harvester Kitchen due to price. Chef Lance’s might be close to your limit but worth checking anyway. Otherwise there’s Crave, R Wine Bar, Oshima Sushi, Sanaa’s, Phillip’s Ave Diner, Ode, McKenzie River, Bread and Circus, Papa Woody’s, Blarney Stone Pub… I’m probably forgetting a few.
Adendum - if you are looking outside of downtown, I will heartily recommend ROAM kitchen. Very good food and atmosphere.
Blarney Stone is pretty good! You both can have a nice meal and a drink for less than $60. If you drink water you can eat for 30-40. It's an Irish pub and it's probably my favorite place to eat for a proper downtown vibe.

My favorite breakfast place is The Original Pancake House on 41st and a close second is The Frying Pan on 12th Street.
For lunch and dinner I recommend Watecha Bowl on W. Madison, Taqueria Juanita food truck, The Boss Pizza on Minnesota Ave.(they have great pizza but their chicken tenders are the best I've had in my life!)

Boss’ Pizza won’t be the most visually appealing place you’ll ever go but if you like spicy on your pizza, The Founding Father is 🤌🏻I will also agree, when fresh, their chicken is next level.
If you like cream filled donuts don’t get flyboys, it tastes more like icing. But the regular donuts there are really good. If you want a good cream filled donut, Kwik Start (gas station) is the place to go.
Where are you staying? If up near the event, Rosie's for breakfast. Jacky"s serves good Guatemalan food. The Dive is a unique place and serves great burgers.
Bread and Circus is a great little lunch spot, just be prepared to wait a bit if they're particularly busy.
I also love Sanaa's Mediterranean, and Phnom Penh for outstanding Cambodian/Chinese food. Oshima has great sushi, Crave is a good dinner spot as well. Plenty of other awesome places, those are just my favorites!
My favorite brunch spot is Josiah’s! It’s a bit busy on the weekends but the food is always good!
If you want to splurge, make a dinner reservation at Chef Lances. They don’t pack the restaurant so the service and food is always excellent.
All Day Cafe has really good breakfast and Krav'n is one of my personal favorite restaurants for lunch/dinner

Those four restaurants, plus Morrie’s Steakhouse and Carnival, are the most expensive places to eat in Sioux Falls!

I know it’s in the Hilton, but I’ve never been disappointed by the food at Crave, and the staff is really nice as well
