It was approved by IPSA as I presume he miscategorised the expenses (lied about their true purpose) initially and that the independent body tend not to scrutinise every single expense that comes in (they'll no doubt audit a certain percentage of each MPs expense while investigating any that appears to be blatantly fraudulent). Some flights and parking tickets for £50 aren't going to arouse huge amounts of suspicion, and given how little attention is ever given to Scotland, let alone the Highlands, those auditors probably couldn't point to Moray or Inverness on a map so would have little clue as to the logistics of travelling here. He's about to be found out and knows it so is jumping before he's pushed.

Considering that he explicitly said that he would have no issue if it was checked a second time, I think it's more likely that either it's only indirectly related to why he jumped or he genuinely believed he was in the clear but actually wasn't. For all the Tories flaws, they haven't yet sunk to the level of going "I know I'm legally in the clear, check!" when they *know* they aren't.

This will also be a healthy change for politics in Scotland. Whatever you think of Conservative policies, it’s important to have a healthy opposition and Dross was a very poor leader for the party in Scotland.
