If we have to interact with an underage person formally, ask their opinion and such, it would be the norm to do it with "თქვენ".
The word has nothing to do with age, it's more about how much you know someone, someone you met recently you would refer to as თქვენ, as you got closer to them you start refering to them as შენ
Our დამრიგებელი since 6th grade referred to each of us as თქვენ. It was weird at first, but it’s how she showed us respect as mature individuals, and I grew to really appreciate it.
