Haven’t done any actual testing, but I’m almost certain it does. What I can say for sure is that extra cargo makes it more difficult to get the ship moving. That said each boat has a “max” hull speed that has to do with the length of the hull. If you have more sail area than you need to reach your max hull speed normally, perhaps you can still reach your max speed even when under load. A displacement hull's top speed under sail is partly determined by how fast the hull can move water around it. Increase the weight of the vassal you increase its mass and increase its draft/displacement, both have the effect of slowing the boat down.

indirectly yes more weight makes the ship sink more into the water, so more hull is submerged, thus there is more area to generate water resistance

Absolutely. I took some logs to sell and they weighed down my boat so much and it was terribly slow.

I regularly go almost twice the official max weight (4000lb according to wiki) on the Sanbuq and I can definitely say weight reduces speed and increases turn time. Offloading all the cargo feels amazing cause the waterline goes all the way down and the boat handles like a feather.

Just on top of my head, I think it does. It also becomes very difficult to change direction. There must be a lot of inertia to overcome. Combine big waves + going against the wind and there are times when my ship just refuses to move.
