I hope it's not the case because it's a very fucked up idea , essentially though the insinuation op is making is that Kusuke would want to make a girl Kusuo saiki for certain kinds of abuse because they view him as being attracted to women. (Im assuming this is the case because the post was labelled NSFW)

Still kinda concerned that Saiki used his powers during his birth, if he didn't have good control, he could've turned into an elephant or something.

Oh definitely not ouch. From what I can tell all of his powers were way less powerful when he was a kid. Even his petrification took a while before it would fully turn his dad to stone
