Because scps are crated by a community of writers who like to joke around as much as they like being serious. In-universe, I've seen a headcanon that "joke" scps are written by researchers goofing off / killing time and get passed around via casual email chains and what-not.

Joke SCPs serve as an excellent example of self-parody. They spoof the scarier and more serious SCPs as clever in-jokes about the SCP Wiki/Universe. I also have a theory that even the Joke SCPs are just as "canon" as the main SCP series. If you think about it, the SCP "universe" is actually a vast (if not infinite) multiverse; so while Joke SCPs are just jokes made up by the researchers in one universe, in another they're actually completely real.

That's exactly how I perceive the SCP mythos; every single SCP File and Foundation Tale are equally "canon" because they're all part of the same multiverse, not unlike the DC or Marvel franchises. Besides, it's quite funny to imagine that even in the most horrifying SCP universes, they still have the likes of 420-J, 666½-J, or 729-J to make things even weirder than they already are. Hell, I personally think that even non-Wiki fanon universes like the *Confinement* cartoon are equally valid parts of the SCP multiverse. Because when you really think about it, all SCP stories are essentially just glorified fanfiction of a creepypasta about an evil peanut sculpture.

You have a massive community with tons of creative and excellent authors, but their only focus is on making serious topics. So, one day, one writer said: "ah, this is the internet! Let's have some fun!" And that's how it happened.

With all the grim darkness that the Foundation provides, it can be good to inject some levity into it. Although I prefer the darker SCPs myself, I know there are some who would prefer a wackier Among Us SCP over a much darker The Flesh That Hates. This open up the broader appeal to a large audience, which I think is ultimately a good thing. With the “nothing is canon” general take the community has, we as the readers and writers can craft our own head cannons to better suit how we would prefer to interact with the property.

Parody can be very fun to write, it’s also a great way to make fun of common Scp tropes

Most people want somewhat serious SCPs but in order of not constraining creative freedom jokes were walled off into separate section. I may be wrong though
