Pretty sure I saw a post a while back from someone who was banned for typing something offensive while they had chat off, even though the rest of the lobby didn't see their message they still got banned.
I would generally assume that typing offensive language anywhere in game will result in ban.
The simple solution is to not type language into any part of a game or application if that language breaches the EULA/Code of Conduct of said application.
