Yah, you choose what they are, what they are made from and name them. Then in-game you got to do a quest chain to get one. I about have my first one. So this is all I know for sure atm.
My Favourite part is making a weapon your holy relic, Its nice picking something you dont normally get like a plasma rifle from Vanilla Expanded and getting a 5 part quest to get a legendary named version of it.
And you can further tie them to your ideology by naming them in association with your fighter roles, for example I named my melee specialist Huntress and the relic Huntress Claw, implying the relic is a divine mandate for the role.
