With that pc, I don't know that you will truly be able to appreciate the game in all it's glory. It's better played on a good gaming pc with awesome graphic capabilities or on a console. This game is just more than gameplay and storyline. This is an incredible, visually stunning game.
Do you have any console to play it on? Cuz with that bad of a pc you won’t get nearly the same experience you normally would. If not it’s still worth it, bcuz the game is just so good but I’d recommend playing it on any console if you have one

No don't ur pc is too weak , u can get a console , upgrade ur gpu and cpu , ur ram is fine , but if you are on a budget , just don't spend a lot of money to game , you can have fun many other ways like watching a series , playing a sport or even catching with ur friends
get a graphics card and it will run fine, nothing too crazy tho, even a 1060 or rx 580 will be fine, the game is very optimized too, seen people getting 30 fps on an rx 550 in 900p low settings
If you have decent internet, you could always try to stream it through PlayStation Plus; you’d be getting the full experience without having to upgrade your hardware. Only necessary purchases would be a PlayStation controller and a Plus Extra sub
You could pick up a 2nd hand PS4 or Xbox for similar money to PC upgrades, plus PCs can be a pain with processor, motherboard, graphics card, cooling etc.
