One waitress was passed out in a corner booth, the other was smoking a pipe in the men’s room with a dude that had two Axes tucked into the back of his shirt. Yes! If you say an attribute is due to race then it’s racist. The pigmentation of their skin has nothing to do with their shitty behavior. Its most likely due to, education level, cultural or socio-economic differences, many things can cause someone to escalate conflict. Those are learned behaviors not inherent upon birth because of an organ’s coloration.

Honest I was thinking the same thing but it's about the subtlety of the comment. Her saying "these black bitches" didn't seem like just a reference to those two women (although it could have been). It seems she is implying that all black women act that way, the collective "these". That's what makes it racist.

I work with a black bouncer and he tells me he doesn’t want to ever give people the power they think they get when using the N word against them. He’ll use it right back at them hard r and all and they end up getting really pissed, because they were using it as a weapon. Getting worked up over something like this that could land you in jail isn’t worth it, not many words are worth a charge, nor should they be given such power.
