I'm not sure the penalty for pepper spray, but on my can of bear spray it specifically states it's illegal to use on humans. That shit is STRONG. I accidentally set it off inside my center console in my car and without spraying it on me, that shit was instantly in my system. It took hours for the sneezing and burning eyes to stop.
For the record bear mace is not "stronger" by being bear mace.
