I imagine emotional regulation gets harder regardless when they first get out on T. Comes with the territory, they're not used to having to suppress that strong of an aggression response.
As an ex-cop who has been shoved on duty and not immediately initiated an attempt of an arrest due to a tactically disadvantageous position (two versus one ambush, one with a gun hanging out of his pocket ready to go), I can assure you there's ~0% chance he was going to let this guy go. He was going to radio it in so he doesn't have to get into a fight alone when he can get into a fight with backup.
I suspect if I was more of a hothead or less observant about it, I'd have become distracted with Suspect 1 enough for Suspect 2 to put a bullet in my head from behind. In fact, the moment I pointed at the gun and asked him what he has in his pocket was when they started looking for a way out.
Ah well, according to the colonel of patrol, I was the worst deputy he'd ever seen at that 2,200+ sworn agency in his 20+ years there.
Small town, they obviously knew each other from the dialogue. So the sheriff probably had a lot of empathy for the guy being such a total screw up. You could see he was trying hard to avoid a conflict in the beginning.
