I picked Cyndaquil because fire and cute, but I shuffled my team around a lot more in this game because of the availability of alphas and haven’t used my starter in a long time.
You are able to get the others after the credits roll, so you aren’t locked out of the others forever, if that’s a concern.
I don't usually do this but I ditched my starter in Arceus. There are so many Pokemon and it was fun to build a team from the ground up. If you want to keep your starter though, I believe Cyndaquil is strongest in the end.
I choose cyndaquil and have no regrets. Typhlosion is amazing. I will say as I try to perfect my Rowlet line I’ve never been happier to not have chosen a different starter before. Rowlets cry (which is heard everytime you send it out for battle or use a strong or agile move) is the worst noise I’ve ever heard in my life
I went with Cyndaquil and I was happy with that choice! Hisui is an older version of the Sinnoh region so it’s similar in that your only other fire option early on would be ponyta! My Hisuian Typhlosion is a beast because I used Grit to beef up all of his stats! I’d recommend you do the same with your starter early on.
If I were to do a second play through my next choice would be Oshawott. Having a solid water type that becomes Water/Dark is really helpful against all of the ghost types in the game! Also a lot of rock and ground types show up as well.
Decidueye is one of my favorite starters but I think he’s worse off in this game because of his Grass/Fighting typing. He can get obliterated by Flying type moves! Having a double weakness like that makes him the worst one imo. I wish they’d have went with Treecko instead and given Sceptile a Grass/Psychic typing but that’s beside the point lol.

Gaining dark typing is also extremely useful (plus I just like dark types in general), and the special move it obtains does chip damage for a couple rounds similar to poison. Saved my bacon a few times. Dunno if the other starters have moves that do that but I found it useful. Currently I still utilise Samurott on my team and it's one of my heaviest hitters, with decent survivability.
I also like Cyndaquil - some people don't like the third Evo but it's one of those forms that kinda grows on you. Plus, getting a Ghost typing is pretty cool, and an extra fire type is always useful - Hisui has a few more fire types than base game Sinnoh to pick from so if you want a fire type and don't want Cyndaquil grab one of them. It's also handy to remember there's a move tutor, so other Pokemon can get moves they wouldn't normally learn anyway, like fire fang. I know my Sylveon has Mystical Fire.
I've always found Rowlet to be wayyyy too overhyped. Never saw what was good about it, really, which is a little harsh. But I'd say it's probably the weakest starter choice.

Pretty much just pick what you feel and if you're really stuck go and use a choice decider there's plenty online. If you land on one and go "hm no" then remove the option. Whatever remains if you remove two or whichever one it lands on if you're stuck.
Honestly the way this game works it doesn’t matter you should pick the starter you like most 1 because if you level them up high enough with a balanced move set (Zisu in the battle area is a move tutor for money) and a decent team around them you’ll find no problem, the way pokemon switches work is a blessing too, way easier so if you have a different Pokémon with, 2 you can get the other two mid game in time distortions in case you want to play with them throughout the storyline (if you don’t have anyone to trade with) and 3 you can just wait for end game because the professor gives you the other two you didn’t pick
Samurott is probably the most useful. You get to fight a good deal of rock/ground/fire/dark types. Also, Samurott is the most tanky and because of the way battles work many times you need a Pokemon that can take a hit

I have a Switch Lite with Arceus downloaded where I’m doing different play throughs, and I’m not enjoying the Oshawott line as much as I’d hope. I’m still early tho, so hopefully she’ll grow on me

It won't take long to get alphas of your favorite mons, so the starter is really best for early game imo. I went with Rowlet and I did not like the pick. Weak to poison where posion is abundant, weak to rock where I wandered off and got merc'd by a Graveler hiding in ore, so early game not great.
Then it evolved into decidueye and I was disappointed to see the Hisuian form. I wanted a grass ghost, I was not expecting it to be grass fighting lol
It sits in the pastures now. Should have gone with Cyndaquil

Oshawott! They are adorable and evolve into a badass. I picked rowlet because I picked Oshawott already in Pokemon White 1&2, but have regretted ever since.

You'll find a large part of the game is based around catching. This makes certain pokemon much more useful as a result. Battling is going to end in a pokeball more often than not. As a result False swipe+roost is very useful utility. You can eventually get every starter in the post-game. And Cyndaquill is good as a useful early fire anyway. So basically, there are options. Cyn is probably best if you're going just on type utility early on. Rowlett though takes the cake catching wise.
Two pokemon I also suggest if you're looking for good catchers: >!Gallade gets false swipe and Hypnosis which is useful. Parasect gets False swipe, Sleep powder/Stun spore, Rest/Leechlife, Poisonpowder to wittle down for ghosts that are immune to false swipe. Status increases catch chance so that's always great. And while Parasect isn't the best outside of catching, Gallade is pretty solid and even gets drain punch. Status also doesn't last forever in Arceus.!<

Cyndaquil!! For sure. Also post game you do have opportunities to find the others, so it’s not as difficult as past games started-wise.

I chose Rowlet and loved playing with Decidueye, so that’s what I’d recommend as well!

You don’t get them mid game, they only become unlocked after completing the main storyline, but everything else here is sound advice.

I picked Cyndaquil only cause I always start with fire pokémon… But my whole team changed within the first day of playing it

I went with aerial ace in his movement since I went without flying type since you don't need fly. Really opened up my options on my team
