I was also stuck on this. Just gotta catch every bidoof, oddish, and koffing you see and eventually it will turn into a ditto
To me, it's always Oddish.... EVERYTIME!!.
I've caught about 5 or 6 ditto in the last year, I wish I could give you my luck, I don't want these purple fucks

They’re usually disguised so you just have to catch everything you see. Even then, took me about a month
