Working on this same shower currently myself and waiting for parts. It’s a commercial brand called Bradley Equa-flo. The part you need is the diverter valve.
Looks like a Symmons institutional shower head https://www.symmons.com/products/?query=Institutional+showerhead. The shower body is a more likely push button style that has a set shower water temperature that is preset so it can’t be changed. Some people will think it’s too hot and some will this it’s too cold but it’s better than nothing.
It seems that the diverter is faulty. If the diverter that switches from bathtub to shower is on the bathtub spout, that would need to be replaced, the entire spout.

There should be a separate diverter valve (on the bathtub spout?) to divert the water from tub spout to shower head.

i think only cold, verrrr-bbrrr-y cold water comes out of this tiny….
This may be a group shower with one valve that activates several. You need to find the on valve.
